Karen White, Esq., brings over 30 years of legal and municipal expertise to Empower Local Leaders. A graduate of LSU Law School and a member of the Louisiana State Bar Association, she has been practicing law since 1998 and has taught more than 300 hours of content on government operations, transparency, and professionalism.
Karen served as Director of the Office of Rural Development and was appointed the Governor’s Designee to the Delta Regional Authority, where she led efforts to strengthen rural communities statewide.
For two decades, Karen was a cornerstone of the Louisiana Municipal Association (LMA), where she held leadership roles in legislative advocacy, education, and public relations.
Now, through her work as the Legal Consultant for ELL, Karen delivers sharp, compliant, and community-driven solutions to local governments across Louisiana.
REDDEX Washington is a former city councilman, entrepreneur, and longtime community leader who understands the daily challenges of governing without the right tools. During his time in office, he often searched for tailored support on budgeting, ethics, and community engagement—but found few resources.
Out of that firsthand frustration, ELL was born: a hub built by local leaders, for local leaders. With over 20 years of experience as a business owner, REDDEX combines his background in public service, grassroots organizing, and community revitalization to help elected officials improve operations, rebuild trust, and lead with clarity.
REDDEX has spent decades as a youth mentor and community engagement strategist, building bridges between local government and the people it serves. Known for his relatable style and hands-on leadership, he now partners with municipalities across Louisiana to bring practical training, policy guidance, and leadership coaching directly to those who need it most.
